Can't open a case

Hello everyone. I have a problem of opening a case for an item, which has not arrived. When i click on "the item hasn't arrived" option, i don't see a "open the case" button, only contact the seller or ask the community. Now, i've contacted the seller many times, but he doesn't respond to any of my messages. The item was supposed to arrive in 3-10 business days.

Sorry for the late response, i just didn't get any notification about your reply.

The item has arrived to the post office, the problem was that workers at the mentioned post office are lazy, irresponsible people, who don't even care what and when something arrives at their office.
