I won a bid on the Note 9 a week ago but the seller cancelled my order before I bought it. I eventually bought the item but my payment was still unclaimed and the seller told me that there is no funding in his account so he cannot ship the item. He was a new account and told him to check his paypal account once again to check for some errors but he never replied. I then cancelled my unclaimed payment but it hasn't returned to my bank account yet. What should I do?
