Hi,
Sorry if this is the wrong board to post on.
I have this set I would like to list but I have no clue on what size doll it will fit. I think it is handmade as there are no tags on it. Can someone give me an idea on what or how I should measure these items? Thank you 🙂

You are overthinking it. 🙂 I honestly don't think the neck is that important. For the other measurements measuring flat is fine. Same with sleeves and the bloomers (that's the proper term for these, not pants). Just be sure to clearly state whether your measurements are all the way around or measured flat and from what point to what point the measurements are.
Some other things important to doll collectors will be what type of closure the dress uses and the type of fabric. Collectors will want to know if the fabric has any give to it and could be possibly stretched that extra half inch of their doll's measurements. I inherited an antique bisque doll from my grandmother and searched for clothes to fit her for literally decades. As long as you're clear how the measurements were taken collectors can apply that to their doll.
Oh, and it's empire waist, not umpire.

Waist, length, neck & sleeves for starters. You might mention if anyone needs other measurements, you will be glad to supply them.

Bust will also be needed. The proportions and style look like this was made with an antique bisque or china doll in mind. It looks like the waist of the dress is purposely a bit high, which is why the bust measurement is important. You'll also want the stretched waist measurement of the petticoat and bloomers.

Would sleeve be from shoulder to bottom of sleeve or under arm to the bottom.
Same with pants, outer seam or inner seam?
Would the neck be with the dress laid out flat then from 1 side of neck to other or open it and run a tape measure around the perimeter? Sorry, I am probably overthinking this. lol
