Cable Modem Question

I know not to buy a used modem, you can't use them at all and yet sellers post them to sell. You can't reuse them per cable companies, no matter how hard you try to reset them. It doesn't work. However, I'm a bit leery on "open box" modems. They're shown as taken out of the plastic package and the electrical wire has been shown not to be still wrapped up as the way the factory has it when you get the modem in the box originally, which leads me to think it's been tested. There's some items that I would only buy from a local store and that would be one of them.

I think of open box to be the same as used, there's a reason the box has been opened.
