The PO Box number doesn't matter so much now - I think it is pretty clear that it's the same Nyumba ya Sanaa ("House of Art") in Dar es Salaam described in the Wikipedia article that Maxine and I both linked to. I'd call it an arts centre/ gallery/workshop, rather than a museum. It was set up by American Catholic Maryknoll Sisters in 1971 to support local artists. It moved location in 2010, according to a review here (with photos):
I don't have a Facebook account, but this page seems to be associated with them:

You probably won't find much more information about the artist G. Matambwe online. While he was evidently a local talent, he doesn't seem to have made any real impact upon the wider art world. And to be honest I don't feel the artwork itself is all that amazing, although this is obviously a subjective opinion.
I haven't checked, but I wonder if there are any restrictions (eBay, postal...) regarding animal hides? Is there any risk of anthrax?

Absolutely, keep them coming! I didn't mean to suggest that you should only ask $5 for it - it's just that the artist doesn't seem to have had much international exposure, so most collectors won't have heard of him.
