my buyer reports he did not receive his item. I have a receipt indicating the date sent and the tracking number. Who contacts USPS ?

If it were me...
I'd verify delivery and advise buyer of details. (I'd also check buyers feedback to make sure non-delivery hadn't happened before.)

Does the tracking state it was delivered? If it does, then it was. If not, you would contact USPS. If it was sent Priority, you have $50 insurance automatically. If insured, you can file the claim after you return her $.
We have been through this. I still have a package sent in November that was never delivered. If uninsured, they will not reimburse you. If it was USPS pays out with no issues. The claim must be done online. Make sure to include pictures of the SOLD page and the description of the item.
