The signature looks like Bately but hard to see, and I can't make out the title, but you appear to have an etching and I think it's an Artist's Proof.

I don't know who or what it is.
I just LIKE IT. Don't let that sucker go until you have the beginnings of a decent provenance. Find out whatever you can, when you find the artist, find their galleries (meaning galleries in which they showed.)
Talk to the people there. Find out everything. This artist is worth it.

There's a similar work by the same artist on the Denver CL. Images show a better version of his signature. First name Tom; last name appears to start with Batch...

The artist is Tom Balthrop. What you have appears to be a proof of a piece ultimately called Old Man’s Memories. It was offered for sale in Architectural Digest sometime in the 70s. I only know of 200 original prints.
