Do you know what this was used for? It is heavy elegant glass with a spout on both sides as pictured. About 5.5" from tip to tip. I can't find a silver maker that used only a fleur de lis as a hallmark either. Any help with the silver maker would also be appreciated.

Definitely T.G. Hawkes and Company, as you suggest, since that was their trademark. You may find some relevant information here, I haven't browsed it all:

As far as use, the spouts are a bit shallow for pouring. They are likely meant as a spoon/dipper rest, perhaps for jam, honey, berries or whipped cream. Often they were sold along with the matching ladle.
