What style of elegant glass is this? Maybe a Hawkes piece?

Do you know what this was used for? It is heavy elegant glass with a spout on both sides as pictured. About 5.5" from tip to tip. I can't find a silver maker that used only a fleur de lis as a hallmark either. Any help with the silver maker would also be appreciated.

As far as use, the spouts are a bit shallow for pouring. They are likely meant as a spoon/dipper rest, perhaps for jam, honey, berries or whipped cream. Often they were sold along with the matching ladle.
