We have 2 paintings from Columbia - size is 15" x 22½" - signed Oswaldo R. Guerrero - would like to know the following:
1. The technique is rather interesting - is there a specific name for this?
2. Any info on the artist? - Google tells me that an artist with this name is 20 years old, so not likely that he did these paintings in 2004

No specific name for the technique of how he's used the rectangles. In general, he's using "masking" to create those crisp edges, likely low-tack tape or the like.
As you may know if you're into watercolors, the key to doing it well is thoughtful / planned application of the layers of washes. This artist is using the medium in a clever way to create focus.

Thanks for your comments. I'm not really into watercolors, just trying to find a home for these paintings that I obtained from a Colombian expat who was heading home.
