A soft pencil rubbing over tracing paper might possibly highlight letters in front of the AND. (Just a thought.)

This is just a guess but Nelson McCoy comes to mind with that mark.
Color/finish looks like Loy-Nel-Art made by McCoy.
Like I said, just a guess.

Pretty. Probably Czech. I have owned similarly designed metal (chromed) framed handled baskets with similar motifs on a porcelain bottom disc. Probably 1930s/40s. It is a unique application of the fruit motifs whereby the design appears somewhat airbrushed in place rather than a typical transfer or total hand painting. Probably valued in approximately the $50-95 range based on size and condition. Good luck!
