I believe this is the work of Carl Wilhelms, a Finnish Sculpture, as the signature matches that on this sculpture:

The figure looks like a street urchin of the depression era. The lower characters would appear to be an upside down date.

The signature on @mich_55218's piece looks like "WILHEMS", though, not "WILHELMS". The second L is missing.

Yes you are right. So maybe the artist made a mistake because the characters look very much the same. That would be my take on it.

The foundry in Paris that uses that mark (JB Deposee) appears to make a lot of afters, which means they bought original pieces and made copies of them. The details are often variable, because of that, and any "signatures" may have been added when the copy was made. In this case, it looks like the "WILHEMS" was added by hand to the wax model that was used to cast the bronze.
I don't see much similarity in style to the work you posted from Wilhelms, though.
