Silver Plate or pewter centerpiece?

I cannot find a maker on this one but I am leaning towards silver plated and although I first thought it may have been a candle holder I am leaning towards the top part being used as a bowl. Any thoughts on age, maker and what it is made out of is appreciated. The leaves that come out move and rotate if that helps..

Could it have held a glass bowl?

Yes I am thinking a glass bowl for candy. Gonna list it as that and see what happens.
