Old essay signed by author and stamped with library of congress seal

What I think is an essay about spiders, what I am not sure about is who wrote it and why there is a library of congress seal.

Any help is very appreciated.

And my idea that it was some sort of contest seal was dead wrong, although I was right about its not being the seal of the LOC.  So my answer was half...  uh...  half-as...  uh... half-mast!  That's it:  Half-mast.
