Need help identifying what?antique metal white paint pedestal frame-display stand??

Hello and Thank you for any and all Help! Its old -metal with chippy paint-stands 17" tall with double loops at top and bottom of "frame area"-looks like maybe used for picture or cardboard ad??  width is 8" in total and frame area is 5" x 7"
