Need help identifying painting and signature

Bought this some years ago while in Germany from German sale.  Any help is greatly appreciated.

The bottom word might be Dusseldorf, but that's all I can make out.

Yes, definitely Düsseldorf. And the artist is Rudolf Otto Franke (1926-1992):

Not much about him online, apart from this: "Bildnis-, Landschafts- und Genremaler (1926 Marienberg-Kühnhaide/Erzgebirge bis 1992 Düsseldorf), stud. der Folkwangschule Essen-Werden bei Prof. Joe Pieger und Schubert, unternahm Studienreisen nach Frankreich, Italien, der Schweiz, Belgien, Holland und Österreich."

By the way, he shouldn't be confused with Rudolf Otto Franke (1862-1928), a German professor who wrote scholarly books about Sanskrit.

Thank you so much! I tried everything I could come up with and no success. (Our German friend referred to the man in the painting as "Vincent" and we've continued calling him the same.)
