Need help identafying the item. Maybe fishing sinker?

You can find it using the patent date.  The Official Gazette of the United States Patent Office has been digitized and is available on-line.  Start by just Googling "Patent July 4, 1924" and go from here.  I imagine that this is one piece of a larger device / mechanism.
