Info on illustrator Foster?

Anyone have any info about the Foster that did this illustration? I have googled but keep getting stuff about foster parent/children. I tried an image search to no avail.

It is on a small pitcher made by  St George, England. I didn't find any other with this type of transfer, only florals.
