Small and with tray, I'd think salt & pepper cellars. Very possibly from the Philippines where they work with a lot of nacre. But are you sure they're trimmed with sterling?

Yes, Philippines. Here's a piece of very similar ware, a cavier dish. (It's not trimmed in sterling, by way.)

I am sure about the sterling. The tray is not though. I can do with salt cellar. I never saw one with a handle though like it is meant to pour

If you take a trip down King's Lane, be sure and visit No. 1 where you'll find a "10" Pinctada & Sterling-Silver Dish." Another example of similar ware.
