This Air-Terminal looks very similar to a picture of the Newark, New Jersey Terminal which was the first Airline  Air traffic control center terminal built in the 1935.

I think cd_of_ks nailed it. Here is a picture of the building today. BTW that airline is Canadian Colonial Airways.
