To my eye, it looks like the work of a hobbyist painter, and I think identifying the painter will be impossible.
Every year, hundreds of thousands of original paintings are produced -- by trained artists, amateurs, students, and hobbyists. In few cases does identifying the painter add value to the work.
If you like this painting, enjoy it. If you want to sell it, sell it own its own merits, emphasizing whatever charms you saw in it that attracted you to it in the first place.
