that mark is not asian, it is probably european but I can't place it now.

Hard to tell from the photo, but it looks like Majolica.

The stamp looks like a Gothic "R", "P" or "B" and makes me think it could be English or American.

The way the numeral seven is written, with the cross bar, makes me think it's not American, for whatever that's worth.
