Just what you'd think: It can be turned on or off to indicate to customers / patrons that the Number 4 aisle, or cash register, or service window is open or closed.

Based on these, you could call it a "checkout light" or a "lane light," although there are probably other names you could use, as well:

Happy to help. I see you put "horse track" as one of your tags. Certainly this could have been used to let people know that Window 4 was open to take their bets, if you have some reason to associate this with a racetrack.
