Could be a bedwarmer. Personally, I wouldn't use it  with an open flame.

Perhaps a very fancy Swedish alcohol/Sterno stove. Looks about the right size to hold a can of Swiss army alcohol fuel in the "tealight" holder. Or - a tealight.

Good luck.

I dunno... wood seems such a dumb material to use in a flame holder of any type.

So, you would prefer a basin of burning hot coals in direct contact with your combustible bed linens?

Could also be a horse-drawn sleigh warmer. In either case the wood cage would keep combustibles away from the "flame" via that sterno-type lighter. When I was a kid we would use the covered flame type heaters inside our coats. Well, until that time Bobby caught fire and burned the sleigh down. Could have even been used for ice fishing.

Based on size alone, I'm sure OP's item is not a bedwarmer, although I suppose it might be a model of one.  Until you siggested it, I had never heard of a frame bedwarmer but such did exist, according to this:

So that's my something new learned for today.  Thanks!

Handwarmer then, like the one Bobby used to use.

To me it looks like it's designed for something to sit on it and get warm, like a small pan.

My first thought was potpourri.

Yeah, that was my comment originally, but the fondue set photo does look very convincing.
