I've had this piece for over 30 years, it has darkened considerably since.
It is in desperate need of restoration.
Is it print or oil?
I am unsure if it would be worth restoring.
I would appreciate any help.
I started cleaning with a q-tip at the corner, and I could see coper like areas.

I think Argon got it right. Subject matter and style match Percival Rosseau's work. Signature matches, as well, on a few I comoared.
Ditto not knowing if this is this is real, repro, copy, of course. Even if it is an original painting, you need to do the research to determine the value of his originals to decide if you want to invest in its costly restoration.

Yours is not signed Rousseau, it is signed Rosseau, so aside from that fact, it is not in his style. So maybe an imitator or an artist with a similar last name. Regardless, until you have the artist tracked down you might want to hold off on cleaning it unless you are a paintings conservator.

There are clear similarities with the work of Percival Leonard Rosseau (American, 1859-1937). (I think you may be misreading the date on yours):

I can't say whether you have an original Rosseau, a reproduction of one of his works, or a painting by another artist done in his style and "signed Rosseau."
