Are you talkin about the 'line' above the word liberty?  Looks sorda strange to Heron.  Perhaps a die problem?  We need an expert's opinion on this.  Although on the 1983 coin perhaps a piece of stray junk was pressed into the coin?  Just a wild guess.

The condition of the 1983 coin is not Heron's department.  However, some coins undergo further treatment in a machine shop or high school metal working shop. (Heron knows this for a true fact).  The coin almost appears to have been slightly sandblasted.  Perhaps some of our regulars here that know all about after minting coin conditions will appear.

I was talking about the line going through the one and then around the rim of the shinier one is bubbled out where it says trust and below it around the rim I'm just trying to figure out what you would call that I figured it was some sort of die era
