Sellers are scamming victims on Ebay by stating delays in shipping due to vacation . RECENTLY, I was scammed (3 times )on Ebay who stated that the refunds would be returned.
They want you the buyer to pay outside of the Ebay guidelines. I would state the item number but it has disappeared in 'my ebay'.

I don't know why you'd be messaging anyone about a problem with your orders.
Ebay has a money back guarantee and issues can be handled with the automated processes described below:

"scammed (3 times)..."stated that the refunds would be returned"....a refund is a refund..."returned"...makes no sense.
"buyer to pay outside of the eBay guidelines"....a refund to a seller?

They want you the buyer to pay outside of the Ebay guidelines.
Scammers often prefer to be paid outside of eBay, because when that happens, eBay cannot help buyers get their money back.
A seller asking a buyer to pay outside of eBay or to violate eBay guidelines is often a sign that the buyer is actually dealing with a scammer.
eBay has a very good money back guarantee policy, but it only works if the transaction is completed on ebay.com using an allowed payment method and action is taken in a timely fashion.

Every single listing on eBay has an estimated delivery date. When/if the buyer doesn't receive his purchase within a day or so after that date, he can open an INR case.
When/if a buyer does receive his purchase, and it's not as described, the buyer has 30 days to open an item not as described case.
There is no reason or need to contact eBay or the seller in either of these scenarios.
Have you not ever read the Money Bck Guarantee for buyers?
