When you add a bunch of listings to cart, I'm having to complete an hCaptcha every three to four products I remove to verify "I'm an authorized user."
Example: TCG and cards. Other types of products won't run into this problem, but this makes things pretty tedious for people in the market of "buying singles."
If hCaptcha is needed for other reasons here, offer checkboxes to remove any cards with just one update to cart.

Even a "clear cart" option would be great.

Try using the eBay app to quickly remove items from your cart; much faster than waiting for a browser to refresh the page each time.
Repeated Captcha requests can be a sign of a cookie issue with your browser, or a consequence of using a VPN or a hotspot.

Why are you adding items to your Cart if you are not sure about buying them? The Cart should not be used in place of the Watch List, which is completely customizable. You can save items to lists in it by category, or create a custom list, and sort them by Time Ending Soonest, Price Highest, Ending Latest, Recently Added. When you are ready to remove item from the list, you can scroll down a List page checking the items you are no longer interested in, or that have ended and delete them in bulk. No Captcha needed.
The watch list also works better for auctions since each time you open a page the latest bid information is shown. Whereas still active auctions added to the cart do not update. The info is frozen at the time you add an item to the cart, price, number of bids, and for multiple quantity buy it now items, the remaining quantity available.
If you want to purchase several items from a particular seller you can add the items Buy it now accepted offers or ended auctions you have won, to the cart to request a combined shipping invoice, then pay for them. If the seller does not have auto pay enabled for Offers, or Auctions.

Why? You're telling me the way a front end developer thinks, not a consumer. Watch lists are unproductive as well, you can't* even sort what you save from auctions to buy now. That's a whole different can of worms.
"No Captcha needed."
Their captcha rate is out of control to begin with. This is just a particularly egregious scenario.
This isn't a big ask.

Yeah, this is an issue with desktop. I tend to view TCG singles on desktop for a better view of cards rather than trying to zoom from a tiny screen. Switching from one device to another is a bit absurd for a work around but it is a work around.
