Wrongly charged VAT on import shipping charge

Having made a purchase from the USA eBay added VAT. The issue being eBay didn’t just add VAT to the item (£115) but also wrongly to the USA paid shipping charge which is not subject to VAT meaning ebay made @£15 extra profit from me!

I'm sorry, but you're mistaken. eBay is required to collect VAT on the shipping as well as he purchase price, by UK law, because VAT applies to services as well as goods.

However, it is a scam by either ebay or HMRC by misinterpretation.
If you're in the UK and the place of supply of your service is outside of the UK it is VAT exempt.
