No one here, other buyers or sellers, will know why you can't bid. We don't have access to that information.
Could be seller does not ship to Canada? What is the listing number?

Does the seller ship to Canada?
Do you get an error message?
Have you had any orders canceled for not paying?

If the seller does ship to Canada, click on the Shipping, Returns & Payments tab on the listing page to find that out. If they do, then you may not be able to bid on their items, if one of your 6 bid retractions in the last year, was on one of their listings. Some sellers do check bidder's feedback profiles and will block bidders who have too many bid retractions to suit their taste.
Retracting bids is only supposed to be done for 2 specific reasons spelled out in the link below. If you retract a bid during an auction's duration it can cause a ripple effect with other bidders, who may think the seller was using a shill, and ruin the auction.
