The last couple of weeks, since Ebay screwed up the feedback page, sometimes when you bid, a second page pops up, 'kinda similar to the restricted USC page, but rather than confirming your not violating that, its just 'kinda like a "are you sure you really want to bid" thing.
Ebay makes it a pain already with all these inane rules and policies, now they're inventing more things to slow down the process and further confuse the adle minded ?

Do you mean the Confirm screen? That has long been a very good part of the eBay experience. It is only recently that they have gotten rid of it in some situations (if you are already in the bidding popup, e.g. because you had just placed a bid or you hadn't entered an amount in the bid box on the Listing Page or you got an error message).
You should NEVER be in a hurry to place a bid. Bidding very late in the auction is good, but only if done methodically and deliberately. Trying to quickly respond to new bids is NOT how you should be bidding (or for that matter responding to other bids AT ALL: bid your TRUE maximum WITHOUT REGARD to what others appear or don't appear to be bidding.)
