I’ve bought a lot of cards on eBay and never had any problems until last week. I purchased two items from a seller (Pikachu Mario and Poncho Rayquaza). The Poncho one arrived just fine, but the Mario card wasn’t in the box. I noticed that the Poncho box was sealed with brown tape, while the Mario one had a layer of transparent tape placed over the brown tape. My guess is that someone opened the box and then re-sealed it with transparent tape.
I contacted eBay and filed a return for missing parts, since there was no option for “INAD.” eBay didn’t side with me and basically accused me of “making false claims.” I also appealed, but it didn’t work. I’ve bought many expensive cards before and never had any issues. This is the first time—after over 1,000 slabs—that I’ve had a problem, and this is how they handle it?
Be VERY careful when buying expensive cards! Be prepared to lose it all.

Unfortunately eBay has not yet realized that their authentication process is not always perfect, thus giving buyers no recourse if a problem occurs. You might want to contact eBay through social media. The reps there actually work for eBay and are usually more responsive. If that fails go to your payment source and dispute the charge.

I don’t know if it’s just a coincidence or if someone there saw my post, but less than an hour after posting I got my refund!
If someone at eBay saw my post, I just want to say: THANK YOU SO MUCH! Now I can finally sleep again, lol. I was so worried about this that I couldn’t even sleep.
