Purchased motor and controller from Thai seller. Seller sold turn key systems for motor cycle battery conversions. Seller shipped using FedEx. When motor got to Memphis an employee stole motor controller and most of other items. He left a few items in damaged box. FedEx shipped these loose items to me. Paid 1000 dollars for kit. Items received worth less then 100. Totally worthless. Seller put in to FedEx for loss. FedEx told me they agreed items were stolen. Seller got paid twice. I’m out 1000 dollars. Beware buying from foreign sellers on eBay.

EBay takes the refund from the seller, so there's no financial impact to eBay. So not sure what you think it's protecting them from.

@kirb-9102 on another note, it is tough to lose as a buyer on eBay though it does happen as we see here on the forum.
Here is how a typical Item Not As Described return case should go down, for future reference.
Go to your eBay Purchase History and open a return case.
Find the item in your Purchase History and press the big, blue 'Return this item' button. Select "Item is Not as Described" as the reason for the return.
If it requires you to upload a photo to the return case you will need to do that.
Seller will be required to provide a prepaid shipping label IF they want the item back before refunding. Send the item back with the prepaid return label.
When the return tracking shows delivered back to the seller, the seller will have 2 days to inspect and refund your purchase. If that does not happen, on day 3 there will be an "Ask eBay to Step In", option for you to click on. EBay will refund your money.
If seller does not send a return label within 3 days and the "Ask eBay To Step In" option is not available, you will have to contact eBay. Contact eBay thru Facebook. https://www.facebook.com/eBay
Using the instant messaging and explain that the seller has not provided a return label.
Under NO circumstances do you close the return before getting your refund, REGARDLESS of what the seller might tell you.

If you received the damaged box w/ missing parts less than 30 days ago, go to your purchase history, click on the More Actions button select return item, and from the drop down list of reasons click on missing parts or pieces, and follow through to file the dispute.
The dispute will show up just above your purchase history and the seller will have 3 days to respond to it by either sending you a return label, asking ebay to provide one because they are a foreign seller, or by instituting a refund. If they do not reply within 3 days open the dispute, and click on the Ask ebay to step in button. They will issue a refund from the seller's account.
You need to read the terms and time frames of ebay's Money Back Guarantee (MBG) in the link below, and bookmark or save it for possible future use.
If it has been more than 30 days since delivery, you will have to try to get resolution from your card provider.

I did. They canceled it when I contacted credit card company for refund.

I did. Seller is wanting items that I did get returned but won’t send shipping label.

Contacting your credit card company for a refund automatically closed the case with Ebay.

Once you dispute through another channel your coverage under eBay's Money Back Guarantee ends. They do that to prevent buyers from collecting more than one refund. Whatever is going to happen now is between you and your card issuer. EBay is now out of the picture.

Yeah kind of like the vendor just got paid twice once from me and once from FedEx. I see what you mean

That’s the problem. eBay did not take refund form seller. It’s just an excuse for eBay to wash its hands of the deal and not upset a valued seller. Seller dragged out issue to get past return date. By going to visa I stupidly voided my right to dispute. I know better now. If anything this will remind buyers to read terms set out in the money back warranty.
