Many Sellers lie about Item Location and Inventory on Hand. Ebay only protects the seller and doesn't provide any recourse for a refund to the buyer. So sellers are giving 6,8 and 10 weeks shipping time after order is placed.

The China based sellers on this site have been doing that for years. That is one of the reasons why checking each seller's feedback profile page, and clicking on he numbers of no-positive feedback to read only those comments, is still the best way to determine if the seller is misrepresenting item location, or stock on hand.
A seller cannot change the estimated shipping time frames after a sale is made. So if they have an extended shipping or handling time, for a supposedly domestically located item, chances are very good the item is coming from outside the U.S..

That is not true. The Money Back Guarantee does protect buyers, IF they follow the time frames for opening disputes. Right now because of the slow down in shipping ebay due to the virus is allowing sellers some extra time for deliveries.
If there is tracking you have 30 days from the last estimated delivery date to file an Item Not Received (INR) dispute. If no tracking is provided you can file 10 days after you paid for a domestic sale, and I think 21 days for an international sale.

Any seller giving 6 weeks or more estimated delivery time is either located in another country or is drop shipping from there. There is absolutely no reason an item they is located in this country will take 6 weeks to be delivered. If you click on the Payments and Shipping tab when a longer estimated time is given and see a handling time greater than10 - 14 days. Hit the back button
