I recently purchased pokémon Elite Trainer Boxes that were supposed to come in a sealed case but only received the sealed casings today without the pokémon cards inside and seller does not offer returns

Go to the item in your Purchase History and push the big, blue 'Return this item' button. Cite 'Doesn't match description or photos', confirm and submit. You'll either get a return mailing label and will be refunded upon the return of the case, receive a refund from the seller without returning, or will have to escalate it to eBay if the seller doesn't respond. In short, you'll be made whole through the Money Back Guarantee.

Did the listing state it came with cards or was the listing for just for the sealed case?
