I've had 2 bad purchases in a row, both sellers from the same state. The first purchase I didn't receive any tracking numbers and the items never arrived. Ebay refunded me. The second purchase I received something different than what I ordered (something less expensive.) The seller said there was a mix-up and they reshipped, but I never got a new tracking number and the item isn't showing up on my Informed Delivery. How do I report a problem to Ebay when it shows that the purchase was delivered? What's going on with these sellers?

In your case you got "something", but it was the wrong item. Go to your purchase history and select "Return this Item" with the reason 'not as described/wrong item sent' or something similar. The seller will have three days to provide you with a return shipping label, OR front you cash in advance for the return if out of the US. If neither of those things happen, then return to your case on day 4 and escalate (aka ask eBay to step in and help). You should then get your refund.
Though mistakes happen, accepting that the seller will "reship" is VERY optimistic. Many don't and try to run out your timelines for filing the claim listed above ^^^^^^^. There is nothing in any eBay policy that will compel the seller to actually send you another product just because they say they will.

Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

Unfortunately this is not breaking news.
Open a eBay not as described request for the item that is different from what you ordered, read and closely follow the rules of the money back guarantee.
