I spent ages trying to find an answer and to contact eBay but nothing.. So public forum it is...
How can I, as a buyer (either individual or company), add my VAT number so that I wont get charged VAT during checkout when I order things from outside of the EU.
Normally there should be a button in my account somewhere (which will do a VIES check) but I cant find one.. eBay, please help!!

Yes, that link is for sellers who are registered as a business on eBay.
My understanding is that only businesses can register for VAT, so if you have a VAT registration number, then you must be a business. In the UK and EU, eBay members are required to register as a business if that is what they are. It's the law there (the Distance Selling Act) that business sellers can't pretend to be private sellers when they sell online (in order to get around the buyer protections they are legally required to provide).
So it is logical that if an eBay user wants to submit their VAT number, that they have to be registered as a business to do so. It appears that if a buyer wants to submit their VAT number to avoid paying VAT on purchases, they have to register as a business. There's nothing that says they have to list or sell anything, though.
@cz-teto, @kubikula1972: FYI. You can use the link above to submit your VAT number, for your business eBay account. You may need to upgrade your account if you currently have a private account.

Thanks for the explanation, now it seems much clearer for me. So I understand that I need to create a second eBay profile for the purpose of purchasing goods for business purposes because the current one is for private purposes. I need to upgrade that one for a business account and submit my VAT registration number. My understanding is that eBay charges fees for a business account only for a listing of an item to sell and then a final value fee when your item sells. When I do not wish to sell anything, it may give an economical sense as I make purchases from outside EU quite exceptionally. If anyone is of a different opinion, please let me know.
I will let everybody know how it turns out further.

Still doesnt fixed? I make business account, setup VAT for seller but cant buy without VAT even eBay have written can be buy without VAT if you enter VAT

This was already answered here. You just registered this account today; you may need to complete your registration for managed payments first, before your business account is fully active.

no solution. So ebay is a worldwide company. they make a huge amount of cash with this tax scam. Meaning, ebay charges VAT tax from sellers but from buyers it is not possible to add your VAT number to your account.
This is a huge scam that EU laws have not yet deal with it. But all in do time.
