If you cannot solve your problem with the automated methods, it is likely that no human you can contact can solve it either.
It has nothing to do with Covid measures. The people you can contact have no ability to judge policy matters or override the bots.

The "real humans" you can speak or chat with work for a 3rd party phone/chat center. They give you stock answers from the play book they are given which only covers the most common issues.
For things a little more complicated, posting about your issue on these boards will usually result in a person being given info on what to do and where to go to get resolution.
