When I received my used shoes, I drove from Surrey to Blaine, Wash. to pick them up. I tried them on at the pick up location but they were not long enough. I always wear a 42 and checked the manufacturer to see what the comments were on the fit and they said the fit was generous. Generous they were not so I immediately packed them up there as there was no use in declaring them at customs and then return them from Canada as the cost would have been much more. I am not an experienced buyer on Ebay and what I have purchased I have kept. I arranged it to be shipped via USPS and paid for the shipping to the address it was sent from. I got the tracking number and emailed the seller (who does do returns and had a 99.9% rating) to say they were too small and they had been returned. He replied to me the same day "Got it" meaning he got my message. When I got the confirmation of delivery, May 30th. I waited until June 10th and sent him another message asking when I might receive my refund. He never replied and I sent another message on June 13th and June 14th saying I would have to contact EBay.
I was unaware that I should have gone through the EBay return process as I now see and there is no way of contactng them unless you follow the return steps, printing label, shipping, etc. He already has the goods and I can't even email Ebay.
Does anyone have any suggestions for me. I do have the proof of delivery from USPS.

You need to go to your purchase history and start the return process there. Once you open the return you'll be able to input your tracking number into it without purchasing a new label. When the system registers that the tracking shows the package delivered you'll get your refund.

If you tried them on when you picked them up, and they didn't fit, why did you decide to keep them?

The OP didn't. They said they shipped them back right then and there since they didn't fit.

I TRIED YOUR SUGGESTION but because I had already started the return process and they issued me a label with preprinted tracking number I can't see any way to proceed. Do you think I could cancel the return and then redo it or would that screw it up even more?

I did read your post.
You said you drove to the US to pick them up and tried them on.
Where did you pick them up from, if it was from the seller, you could have left them with them if they didn't fit.

No, don't cancel, that'll be the end of it.
In the return, does it give you the option to add/update tracking number?
If it doesn't, you'll have to contact CS and have them add your tracking number.

Here's the 64,000 dollar question.
Does the seller accept returns?
If not then they don't have to accept a return for doesn't fit or wrong size. It was up to you to get heel to toe measurements to make sure they're long enough.
If the seller's policy is to accept returns then file a dispute with your payment source.

I know what it says, but he hasn't refunded me. I have sent him 4 messages now and he doesn't reply
