Please watch out for a NEW scam. Sellers are selling graphics card well below market value, then not sending anything. You will likely get your money back, but it will be a hassle. Keep an eye out for this listing in particular, it keep s popping back up under different accounts. The last time it popped up, over 140 people bought this item before it was taken down. There is another scammer trying to sell a Zotac 2060 for $87. Don't fall for it.

This is not new...
It"s been going on for years with popular electronic items.
People just need to use common sense and it will stop. Oh... what am I thinking?

This is a common scam and not a new one. It happens with many popular products not just computer related items. While there are the occasional very good deals on ebay, most very low or too good to be true priced items are scams. Unfortunately, ebay cannot possibly vet all of the millions of items listed on the site daily from around the world. They have to be reactive about removing those listings because of that.
People who use their common sense know there's no way those listings are not scams. Unfortunately, many people see a too good to be true price and their common sense goes right out the window. Many it's that little bit of larceny in many of us, who hope to get a steal because of a seller's error, and end up getting stolen from. Some just rely on ebay's money back guarantee to save them, if a listing turns out to be a scam.

The thing I was wondering is that some of them are people with good rating so why to do this thing and not create a new account? I see them I felt that is a scam due to pictures always the same, but next day I see the same username posting again , after scamming are not permanent banned?
Also I was wondering is a shield (prevention) from ebay to them not to receive the money until the "item" is delivered? I think this is the only possible way to stop them doing it.

The accounts you're referring to have been "hijacked".
How these $%*&#$%s steal peoples accounts I have no idea, but it happened to me about 6 years ago. Some turd used my account to list gift cards and was scamming people. I didn't find out about until long after they shut my account down and whoever did it was free in the wind.
I did get my account back though but had to change all my details and prove it was 'secured' by me. Was not a good feeling at all to discovered that happened.

Now that you said it I remember a period I got email that many accounts hijacked and change my password and details.
