Purchased an item and the description states item ships next day, handling time also states 1 day but seller did not ship it until 4 days had passed. When asked about it they stated " I ship it when I ship it". Is this a valid item not as described claim?

The fact that it's Monday is good enough for a not as described case. The buyer is always right in this venue.
However, do not file it until you receive the item. That is in the event it does not arrive .

The fact that it's Monday might not be enough. Handling time is calculated in business days, not calendar days. And if the package arrives within the estimated delivery window, why does it matter?

That's snippy, but the important thing is the arriving, not the shipping. You leave negative feedback a lot. Some sellers will see that and block you, because they don't want to risk receiving the next one. Do you know whether you've been blocked before?

You need to wait until you receive the item first. Inspect the item and then make a decision if you want to return the item. You have a 30 day money back guarantee. I understand you are upset that the handling time stated 1 day but it has been 4 days. A lot of things could have happened in this situation for the seller which includes the time of purchase.

Ebay cannot force sellers to ship in a timely manner or complete a transaction.
Sometimes you just get unlucky
