So I bought an item July 31 and she hasn't shipped it. She keeps giving excuses why she can't ship it yet and I just want it cancelled. I went to the resolution center and the link says to click the purchase history and you can select it there but its not there. It just has the option to "request cancellation from seller" but if i click that it says its too late to cancel and that I have to contact the seller..who is being unresponsive. How do I open a dang case?? It's giving me zero options to open a case in the resolution center just leading me back to purchase history which has zero options there
This seller is getting negative after negative for the same reason.

Buyers can request a cancellation within just one hour after the transaction. What you need to do is file a claim for "Item not received." Here's a link to eBay's buyer protection policy, which they call the "Money Back Guarantee":

Go to your purchase history, find the item in question. There’s a drop down menu next to the item click “MORE ACTIONS” then click “I didn’t receive it”, follow the prompts.

Its not giving me that option there. It says "View Similar items", "Contact seller" "Ask to cancel order", "sell this item", "Add note", "hide this order". Order is set to "Awaiting shipment" and i cant do anything to say it never arrived. It's been 22 days why is the option not there?
It's like she can hold it hostage by not shipping it at all.

When is the last estimated date of delivery? You can find that information in the order details.

Before buying the item, did you check the seller's feedback profile page to see if they have ever sold anything before or in the last year? If not do that now, you may find that even though they have a fair number of feedback, and a 100% rating that they have not sold before or in over a year, in which case ebay has placed a 21 day hold on the payment which they do for all new/returning sellers.
Many new/returning sellers do not now about the hold or how to deal with it, to get their funds released sooner. All they know is that on their sold item page, the payment status is marked as Pending, so they do not think they have received the funds. They often make up excuses for not shipping, and may think messages from the buyer are attempts to scam them somehow.
If you check and find out that the seller is new/returning, and want the item instead of a refund. Try messaging them again and tell them if they have not shipped because of the Pending status, to do a Google Search for "Payments on hold, ebay". If they do that, they will get the info needed to complete the transaction.
By now you should have known how ebay's Money Back Guarantee (MBG) works. It is very easy to file disputes for items not received by the last estimated delivery date or ones that are not as described.
