Is this a scam? The seller just cancelled all bids right before deadline. This id was registered on 2018 but has zero feedback. Would ebay do anything to handle this issue?

Scam no, more like a clueless seller. eBay did charge the selling fee for that. Items of that value should be purchased only from seller with a feedback track record.
Zero feedback sellers that all of a sudden have high value listings have the risk of the fake tracking number scam. That takes a fair amount of time to fight.

Yes, eBay does something, the seller gets charged a fee based on the highest bid, for ending an auction early with bids.

What @simba6 wrote is probably right. Many times new members do things that mimic scams, because of their inexperience, but are not scams. If they hadn't cancelled the bids and gone through with the sale, there would likely have been problems because the seller had not sold before on ebay, and didn't know about the 21-30 day hold, placed on new sellers first few sales, by ebay.
