If you bid the wrong amount you can rebid the correct amount shortly after that, and your Max bid will be the correct one. When you place a bid there is a confirm the bid button that shows the amount of your max bid. Check that carefully before confirming.

Only sellers can cancel a bid and they do not have to.   Your second option if you can't rebid the correct amount would be to retract the bid. (Link below).  Do be aware that bid retractions show up on your feedback profile page As a buyer and if you have too many, you may have future bids cancelled and be blocked from further bidding/buying by a seller.
