Trying to get refunded for shipping of item. Ebay listed the wrong address for the buyer. Package sent to and returned from address. Buyer says she has now changed the address in the system. Who do I contact for reimbursement of shipping costs?

Ebay did not provide you the wrong address.
The BUYER did. Ebay only uses what the buyer provides.
You can ask the buyer to pay for the item to be reshipped.

You can tell the buyer they need to repay you for the shipping, if they want it reshipped.
The original shipping you paid, you won't get it back.

You cannot get a refund on the shipping label - it's already been used. And as already explained, your buyer provided the wrong shipping address at checkout.
If your buyer wants you to reship and you both have PayPal accounts, you can send the buyer an invoice for the reshipment costs through PayPal. You're buyer will need to provide his PayPal email address.
If the buyer doesn't want the item reshipped, you can refund the item price only.
