Buyers are responsible for keeping their SHIP TO address uptodate. If the buyer overlooked updating their address, the package will either get FORWARDED, returned to you, or kept by the new residents. If the buyer files an Item Not Received case, all you need to do is upload the tracking number to show DELIVERED aand ebay will find in your favor.
If the package gets returned to you, you can contact the buyer to see if they still wants the item. If they do, they will need to repay to ship along with an updated ship to address. If they do not wish to repay to ship, you can refund item price only.
