I was given from the same seller a lower price on certain items, I review each item and accepted the go to check out button, I did this four times on four items. I accepted the four lower priced items that were offered to me, but as I go to pay, each one is charging shipping. Now the total amount at checkout exceeds my funds. I can't pay that amount. Will I be given a strike by eBay, if I don't pay for these items? (These are not bid items or make an offer items, just offers that have been given a lower price.)

For all offers/counteroffers s/h is as provided in the listing. What exactly made you think that wouldn't have to pay it?
It is up to the seller to decide whether to cancel at your request (of course you need to actually request it of him/her) or to wait 4 days and cancel for non-payment giving you a strike. If the seller promised free shipping (in the listing but then sent an invoice with the s/h revised to charge you; or in a message/text field on the listing) you should request cancellation to make a record for the appeal that the seller changed the term.
