why does the new store format not show promotion boxes?

Why does the new store format not show promotion boxes? Can anyone tell me how to make them reappear? I have tried to reset them under manage my store. I tried contacting ebay but rep just said that is the way the new format is set up. Other sellers still have a few promotion boxes in their stores but not as many as there used to be.
