I am trying to leave a negative feedback for a seller but it won't process.
I get the following error message 'We ran into a problem. Please refresh the page and try again."
I tried several times and it won't process.
The auction order date was June 8th.
What to do?

If you tried going to My ebay > Purchase history > Leave feedback and it isn't working, try this link:

Have you given the seller a chance to resolve the problem for you first?

Yes. Condensed history.
After I made payment, the Seller informed me that the item was no longer available and offered me a substitute item or refund. I elected refund. With the refund, the taxes were not included which made it short. Seller said they will send $10 in the mail ...Great!! Because of the Seller's efforts to resolve this, I was going to leave a 'positive' FB as soon as I received the $10.
The next day I received (via eBay), the shortage amount which made the refund complete. I contacted the Seller, but they already put the $10 in the mail. I told the Seller, I would mail it back as I didn't want to keep it.
The Seller sent a $10 bill balled up in brown paper packed inside a large mailing envelope crumbled up. This was sent via USPS First Class Mail Tracking Confirmation. When the Seller sent it that way, it appeared that I received the auctioned item. No biggie, I got my money and I moved on.
However, still trying to find the item, I found a current auction for the exact same item with the exact same photos, for more money and a different Seller ID. I contacted the initial Seller with a link to the new auction and wanted to know if this auction was their's (it's not uncommon to have more than one eBay account). Or is it possible someone stole your photos?
Seller chose to ignore me and not respond. This is why I am leaving a negative FB. I believed they lied about not having the item any longer and chose not to honor our purchase. All of our email correspondence is through eBay messaging, which are saved. I still have the balled up crumbled packaging too.
But I am unsuccessful leaving this FB. Why?
P.S. I did return the $10 to the returned address on the label.

So the seller refunded you, and sent you $10 to cover the sales tax that ebay charged, and eventually refunded to you, and you still want to leave the seller a negative feedback?

The $10 is not the issue. Did you read on? Did you not read ...

Yes, I read the entire thread. You have no evidence that it is the same seller.
ebay makes it easy for sellers and buyers to sell identical items when they ask "Have one to sell? SELL NOW"
Different sellers can use the same photo. They can even copy the description.

Thank you for your response. Your opinion is valued, however, you didn't answer the question.
What I want to know is why I am unable to leave a negative feedback?
I am beginning to believe it's because of the 'delivery confirmation' the Seller used when sending the $10. It trick eBay into thinking I got my item, which I didn't. Maybe what I need to do is file a "item not received", which isn't a lie.
BTW ...The photos (in question) are not stock photos nor OEM photos. They are the Seller's personal photos. Also, this seller sells on other platforms (which is not issue) and uses those pictures elsewhere. I am suspicious that the Seller elected not to respond to my question if this was also their auction or did were their photos stolen.
