tracking number shows "shipping"

EBay allows shipper to show tracking number and accepts that as indication that the item has been shipped.  That is only indication that label has been printed.  That is NOT an indication that the item is on its way!!! What gives?

Sellers have been requesting for YEARS that ebay make a slight change in the wording of that message.  ebay knows when the seller will ship the package, so it shouldn't be a big thing to change the wording to "will ship" but they just won't do it.
