tax refund as an international buyers

I`d like to know how to get a tax refund for taxes applied to items bought through ebay. I live in dominican republic

There is no refund if you are having the item delivered to a location in the US that charges tax.  Look for a freight forwarder in the states that do not charge tax.  DE has many of them.
